The state of New York will debut its first cybersecurity strategy, including plans to modernize government networks, provide digital defenses at the county level and regulate critical infrastructure. In addition, the state plans to focus on developing its cybersecurity workforce and educating New York residents and companies about cybersecurity. Kemba Walden, who has been acting director since mid-February, has received endorsements from Democrats and Republicans as well as her predecessor, former National Cyber Director Chris Inglis. As acting director, Walden has overseen the rollout of the administration's national cyber strategy and implementation plan. White House spokeswoman Emilie Simons said Walden "has demonstrated strong leadership overseeing the Office of the National Cyber Director (ONCD)." "The Biden-Harris Administration – and the American people – greatly appreciate Acting Director Walden's vision and service...," Simons said. The White House released its long-awaited National Cyber Strategy on Thursday, providing a road map for how the Biden administration aims to defend the U.S. from a rapidly growing number of online threats. "The president's strategy fundamentally reimagines America's cyber social contract," Acting National Cyber Director Kemba Walden said during a press briefing on Wednesday. The White House is proposing that legislation establish liability for software makers which fail to take reasonable precautions to secure their products and services. The Biden Administration has made strengthening U.S. cyber defenses a top priority in its first two years. Among its accomplishments: new legislation, including the Strengthening American Cybersecurity Act of 2022, executive orders to firm up the federal government's cybersecurity and the establishment of a new Office of the National Cyber Director. Kemba Walden left a job in Microsoft's Digital Crimes Unit to come back to public service as part of that new office. She is now focused on giving private sector companies more clarity on when to report cyber breaches to the government, who to report those breaches to, and making sure that government agencies share information with each other and act on it. The Biden White House hasn't made any determination yet on a TikTok ban, Kemba Walden, Principal Deputy National Cyber Director, said at the CNBC Technology Executive Council Summit on Tuesday. With national defense the focus, she said the White House is looking at strategic investments to identify how to make domestic systems more resilient and counter information operations. Walden said she is concerned not only as a White House official but as a parent. The Office of the National Cyber Director was established by the Biden administration in 2021, with Chris Inglis being named the first National Cyber Director. Walden said increasing cybersecurity education is just one of the ways the White House is aiming to "get in front of the adversary."
